　　党的十七届四中全会指出，要“使党的基层组织充分发挥推动发展、服务群众、凝聚人心、促进和谐的作用”。这是党根据我国当前改革和发展的新形势，为进一步贯彻落实科学发展观，积极构建社会主义和谐社会，对基层党组织在新时期应发挥的作用作出的新定位。机关基层党支部是党的基层组织的重要组成部分，我们必须深刻领会和把握其科学内涵，在实践中贯彻落实。今天我就新形势下党支部如何发挥战斗堡垒作用与大家一起进行探讨。

　　一、新形势下发挥基层党支部作用的重要意义

　　我国正处于改革发展的关键阶段，经济体制深刻变革，社会结构深刻变动，思想观念深刻变化。特别是党的十七大以来，随着国家政治体制改革和民主政治建设的深入推进，这一阶段的特点反映到国家机关中，给机关党建工作带来了各种挑战。机关担负着重要的执政使命，也是党员比例高、领导干部集中、权力与责任集中的地方，具有很强的示范效应。当前机关党员队伍面临代际更替，新生代公务员比例大幅上升，党员队伍教育和管理工作面临着新情况。例如，党员利益诉求呈现多元化趋势;党员自主意识增强，对党组织的依附度减弱;党员思想多元、多变特征更加明显等等。这些变化无疑对基层党支部工作提出了新的更高要求。因此，新形势下加强基层党支部建设，充分发挥党支部的战斗堡垒作用，具有重要的现实意义。

　　二、基层党支部在发挥战斗堡垒作用中存在的问题及原因

　　新形势下基层党支部在党建和支部作用发挥上，虽然做了大量卓有成效的工作，也取得了一些可喜成绩，但也还存在一些问题和薄弱环节，具体表现为：

　　（一）党建和职工思想教育抓得不够。一是思想政治教育针对性不强。有的单位集中学习少，没有形成制度化、经常化，学习形式和方法单调，以学文件代替学理论，理论联系实际把握得不够好，学习收效不够明显。二是重业务轻党务。个别单位指导思想发生偏移，只重视业务工作，对思想政治工作抓得还不够紧，找干部职工谈心不够。特别在结合行业和工作特点，有针对性地开展思想政治工作方面，缺乏生动活泼、富有成效的办法。三是组织活动不经常。党、团工会活动开展很少，干部职工凝聚力、向心力不够，关心单位的整体利益主动性不强。

　　（二）缺乏有效的激励机制。一是落实制度的力度不够。有的单位对各项制度的落实、推行、监督不力，致使制定的制度只停留在文件上，具体工作中没有得到有效执行，导致了部分党员思想比较落后，工作责任心不强，工作效能、办事效率不够高。二是奖惩机制不健全。虽然进行了管理体制改革，实行了堤防责任管理，也实施了考评机制，但在观念上，干得好与干得差区别不大，缺乏有效竟争机制。三是用人机制不够健全。没有建立起能上能下的竞争机制，没有充分调动职工的积极性，没有很好的做到感情留人，事业留人，没有激发起广大干部职工的事业心和责任感。

　　（三）求真务实的作风树得不牢。一是缺乏深入的调查研究。对日常工作管理中出现的新情况、新问题，未能及时调查了解掌握，缺乏对工作全方位深入思考分析，凭经验办事，没有很好的具体对策。二是工作作风还不够扎实。发现问题、分析问题、解决问题做得不够，未深入群众中做深入细致的调查研究，工作有时脱离实际，对上级的部署只是听口令做动作，照抄照搬照转。工作中存在传达布置多，检查落实少的现象。三是工作流于形式。联系群众不够密切，为群众排忧解难的主动性和自觉性不强，工作飘浮，脱离群众，在工作上只注重形式、不注重内容，只注重效应，不注重效果，致使一些活动流于形式，没有长期效应。四是技术业务管理方面重视不够。近年来，各单位虽然加大了培育人才的力度，采取培训、自学考试等措施，使干部职工文化结构有了明显的改善，但从总体上看，技术力量仍然比较弱，离新形势下机关管理要求差距较大。

　　（四）缺乏开拓创新精神。一是工作效益不高。不能实事求是地正视支部建设存在的问题，片面强调问题产生的客观因素，忽视主观上的努力和工作方法上的创新，面对干部群众多年来反映的基本福利待遇及办公条件差的问题，没有积极想办法解决，一定程度上挫伤了职工的工作积极性。二是工作主动性不强。主动争取上级领导及有关部门的支持、帮助不够，工作方法比较机械死板，灵活性不够。三是参谋作用发挥不好。对如何站在战略高度，联系工作实际，为上级业务部门提供对策建议做得不够。

　　（五）支部凝聚力和战斗力不够坚强。一是缺乏思想沟通。个别班子成员之间交心通气不够，彼此之间协调配合有时不够紧密，对一些重大工作缺乏深入的交流探讨，导致有时在对问题的看法上出现分歧，产生负面影响。二是开展批评与自我批评氛围不浓。有的党员往往是自我批评的多，互相批评的少，谈表象的多，查思想根源的少，开展积极健康的思想斗争气氛不浓。三是工作不够民主。个别党支部领导成员在一些新的工作思路和决策出台前深入调查研究、广泛征求意见不够，在一定程度上影响了决策的民主性和科学性。

　　（六）队伍管理力度有待加强。个别党员纪律松懈，我行我素，模范作用不强；极少数党员有令不行，有禁不止，缺乏自我约束力；有的党员干部职工偶有违纪行为发生。

　　分析导致这些问题产生的主客观原因，我认为主要有以下六个方面：

　　一是支部班子“两手抓、两手硬”意识不强，执行不够坚决。主要是部分班子成员，对党支部的地位和应如何发挥作用，怎样发挥作用，缺乏全面的了解和重视，对其重要性缺乏充分的认识，在思想上还存在重业务轻政治的现象，从而导致“一手较硬，一手较软”。在思想上认为业务工作是硬指标，政治工作是软任务，抓业务工作比抓政治工作容易出成绩，因此缺乏抓队伍的自觉性和主动性。从事党务、党建工作的同志，都是兼职人员，平时由于人事变动频繁，加之党务、党建工作业务培训少，对一些政工业务还不完全熟悉，对工作钻研不够，工作中没能把思想政治工作与干部职工的思想实际结合起来，缺乏针对性和及时性。工作仅停留在老一套的说教方式上，政治理论流于形式，学习缺乏创造性和主动性，从而导致政治工作开展起来一般化，效果不理想。

　　二是对激励机制的重要性思想认识不到位。少数支部领导一定程度存在

　　“不思立功，但求无过”的思想，工作积极性和创造性不高，不能大胆进行改革创新，未从根本上探求切实可行，而行之有效的措施，从而导致建立有效的激励机制只是停留在口头上，挫伤了一部分干部的积极性，同时也造就了一些“懒散人”。

　　三是宗旨意识观念不够强。个别领导干部和党员在各种外界不良因素的影响和市场经济的负面作用冲击下，思想意志发生了变化，宗旨意识淡化了，价值观念错位了，背离了全心全意为人民服务的宗旨，忘记了堤防建设管理工作的神圣职责，对自身存在问题的危害性和严重性认识不足甚至不以为然，从而导致在实际工作中在某些方面花架子，走过场，形式主义。

　　四是党支部班子正视和解决问题的勇气不足。个别基层党支部没有很好地运用党的理论抓队伍和制度建设，缺乏开拓创新精神，按照上级的安排部署按部就班的开展工作。因而在实际工作中，没能自觉地、完全地把从实际出发、实事求是的思想路线作为搞好工作和加强队伍建设的指南和出发点，缺乏实事求是正视问题的勇气，自觉不自觉地滋生和助长了形式主义、不切实际的情况。

　　五是领导自身范模带头作用没有很好地发挥出来。个别领导缺乏示范意识，没有带头做好工作，人格魅力和感召力一般，在干部职工中缺乏威信。有的领导班子成员存在工作不够细致、作风不够扎实的问题，因而对队伍和工作中存在的问题未能及时地发现纠正。有的支部班子成员之间通气协调不够，有相互推诿的现象，致使产生一些内耗，导致支部的凝聚力和战斗力作用发挥不够充分。

　　六是制度落实还不够到位。近年来，各基层党支部在规范党员干部执法、行政和服务行为等方面均制订了一系列具体有效的制度规范，但由于有的单位对这些制度执行不够彻底，缺乏持之以恒的韧劲，使这些制度发挥不出应有的制约和管理效用。同时，一些制度还存在不完善的地方，需要进一步健全。此外，在党员队伍监督制约机制方面，有时督促不得力，没有严格兑现，未形成强有力的约束氛围，一定程度上影响了党员模范作用的发挥。

　　三、新形势下如何发挥基层党支部战斗堡垒作用的对策措施

　　新形势下，基层党支部发挥战斗堡垒作用必须从实际出发，要站在推进党的建设新的伟大工程的高起点上，把保证和促进各项工作、推进和实现事业跨越式发展，作为检验基层党支部工作成效和战斗力的重要标准。要以建设开拓型的支部班子、学习型的党员队伍、长效型的工作机制、管理型的基础工作、文化型的思想阵地、务实型的党内活动为目标，逐步将党支部建设成为适应现代化管理和服务要求，形成严密的组织体系和高效的管理体系，促进新形势下基层党支部充分发挥战斗堡垒作用。应首着重从以下几个方面狠下功夫：

　　（一）加强党建工作，推动开展各项工作的保证和动力。各级党委要把党支部建设渗透到单位管理的各个层面、各个环节，纳入各级领导的目标责任和岗位职责，保证党建工作与重点工作目标同向、工作同步、责任共担、考核一体。一是在工作指导思想上要牢固树立“五种意识”。即党委特别是党委书记是党支部建设第一责任人，要对党支部建设负总责的责任意识；党支部是基层组织建设的主体，要依靠自身力量解决实际问题的主体意识；党支部委员在本职岗位上带头探索和实践“三个代表”的表率意识；主动自觉地加强理论修养和技术业务学习，提高个人综合素质的危机意识；真心实意地相信和依靠群众，主动接受群众监督，把群众的需求作为工作的“第一信号”的群众意识。各级党委、支部要切实做到党建与业务工作“两个目标一起制定，两个责任一起落实，两项工作一起检查，两个成果一起考核”，把党的基层组织建设情况作为考核党委及其主要领导同志工作实绩的一个重要依据。二是在思想教育上要采取灵活多样的形式。思想教育应注重针对性，要采取灵活多样的形式，加强党员干部党性、党风、党纪、时事政治、典型、警示等教育，使广大党员干部牢固树立党性意识，树立正确的世界观、人生观、价值观，切实在实际工作中充分发挥党支部的领导核心和战斗堡垒作用。三是在队伍管理上要建立完善适应新形势下基层党支部建设的长效机制。要注意长期规划与近期工作的紧密结合，要以发展的角度研究制定切实可行的长期规划，明确前进的目标和方向，着力解决当前存在的实际问题。要以提高素质增强党性为根本目的，严格党内生活，严肃党的纪律，以贯彻落实新党章、党内监督条例，纪律处分条例为主要内容，运用组织管理的措施、手段，积极完善党员管理监督机制，通过这些有效形式、措施，真正的能够使每一位党员充分发挥带头作用、骨干作用和桥梁作用。四是在发展党员工作上要严把质量关。要始终坚持把党员发展质量放在首位，围绕发展党员工作的重点环节，重点把好“五关”，即实行入党志愿书编号管理，把好“结构关”、实行“五制”管理，把好“程序关”、实行预备党员转正预警和限时督办，把好“转正关”、实行年度量化积分，把好“考核关”、实行失职责任追究，把好“责任关”。要健全工作机制，完善工作制度，切实推进发展党员工作的规范化、制度化、科学化，实现发展党员工作全程监控管理，保证发展党员工作质量。

　　（二）建立激励机制，推进各项工作的顺利开展。基层党支部建设要重点在强化基础管理，规范过程运作、形成长效机制上下功夫。一是在工作方法上要努力实现“四个转变”。即党支部基础管理要从主观型、随意型向规范化、制度化转变；党支部党内评比要从一劳永逸的静态型、表彰型向动态型、激励型转变；党支部工作的质量评价要从封闭型、自我评价型向开放型、科学型转变；党支部活动的考核要从多头向下的单项型、烦琐型向标准化、一体化转变。二是在人才培养上要建立激励竞争机制。要增强干部职工的责任感、紧迫感和危机感，鼓励干部职工积极进取，勇于开拓，敢为人先，收入与绩效挂钩，有效地激发干部群众的内在活力。要注意积极发现、培养人才，按照公正、公开、公平的原则，随时把素质高、能力强、有奉献精神、年轻有为、德才兼备、积极进取的优秀人才推荐、选拔、聘任到领导岗位上或作为后备干部，给他们压担子，提要求，创造锻炼、施展才干的机会，鼓励和支持他们贡献自己的聪明才智，使之尽快成长起来。要改变过去那种党内评比凭印象、搞照顾，真正做到考核排序，营造比、学、赶、帮、超良性循环的竞争氛围。三是在管理体制改革上要服务民生。各级机关党委要尽力帮助基层党支部解决自身不能解决的实际问题，把民生放在首，宏观把握，统观全局，把群众呼声作为第一信号，把群众需要作为第一选择，把群众利益作为第一考虑，把群众满意作为第一标准，做到无情调整，有情操作，无情改革，有情管理，使广大干部职工能够真正感受到组织的温暖、党的关怀和爱护，从思想上接受组织的安排，克服抵触、畏难情绪，从而防止一些矛盾的激化和问题的发生，从根本上保证改革的顺利推进。

　　（三）结合党建实际，认真解决存在的问题。党的组织建设必须以提高质量为重点，以发挥战斗堡垒作用为目的，以创建“五好”党支部为载体，以动态管理为手段，牢固树立宗旨、责位、绩效意识，切实解决好党建设工作存在的倾向性问题。一是牢固树立宗旨意识。党的宗旨概括起来就是“一个核心、两个先锋队、三个代表”，要针对党员干部存在的问题和群众反映的宗旨观念淡薄，服务不到位的问题，强化措施，落实责任，坚决予以纠正。要深入开展党员“一助一”和“管堤爱堤见行动，真抓实干作先锋”等活动，使广大党员干部认清崇高的理想信念，始终是共产党人保持先进性的精神动力。二是牢固树立责位意识。各级党组织必须牢固树立“不抓基层党建是失职、抓不好基层党建是不称职”的观念；各级行政领导和党员干部必须牢固树立起“基层党建、思想政治工作是单位管理的重要组成部分”、“不重视基层党建、思想政治工作的干部不是好干部”的理念，充分认识党支部工作的重要性和必要性，切实增强责任感和紧迫感；基层党支部书记要树立新的管理理念，变被动为主动，强化自控意识，积极主动开展好支部工作；广大党员干部都要以实事求是作为一切工作的出发点，牢固树立求真务实的精神，及时处理群众来信来访，坚决纠正服务群众态度生硬、蛮横、履职不认真，以致影响干群团结、败坏党员形象、损害集体声誉的问题。要把责任制执行情况与评先、干部任用和奖惩挂钩。三是牢固树立创新意识。各级机关党委要切实负起抓基层党支部建设的责任，根据党支部建设目标任务，深入基层一线调查研究，切实掌握基层的实际问题和要求，以及当前各行业基层党支部建设现状及深层次问题。通过广泛深入的调研，掌握第一手资料，创新工作机制，创造工作载体，形成一级抓一级、一级带一级、一级对一级负责的党支部建设责任体系；要强化日常考核，努力做好“三个结合”，即党内评价与党外评价结合，领导评价与群众评价结合，单位内部自评与兄弟单位的互评结合，通过实行严格考评机制，全面提升党支部作用发挥的科学管理水平。

　　（四）落实工作制度，促升支部整体战斗力和凝聚力。引导党支部自觉执行好制度，要从抓好思想教育入手，积极做好思想工作，充分发挥党支部的自我约束作用。一是搞好检查指导。各级堤防系统党委对基层支部建设负有检查指导、督促落实的责任，要经常深入基层检查督导；落实党委会定期分析研究党支部建设等工作制度，定期对党支部工作进行检查、分析、考核，以加强对党支部活动的具体指导，及时总结推广新鲜经验，不断改进活动方式方法，保持与时俱进发展势头。二是抓好“三会一课”这个重点。党支部“三会一课”是党支部党内组织生活的最基本制度，要创建“三会一课”质量评价体系，以考核评比为基本手段，本着紧贴实际，易于操作的原则，制订《党支部“三会一课”质量评估办法》，细化考核措施、量化考核标准，增强“三会一课”质量评估的规范性和可操作性。要实行逐级负责考核制，定期对党支部“三会一课”质量进行评估，划分等级，并将评估结果纳入党支部动态管理之中。要加强对党支部如何落实好“三会一课”制度的指导，及时帮助分析整改制度落实中出现的问题，切实提高基层党支部“三会一课”质量。三是坚持民主集中制原则。建立健全民主生活制度、理论学习制度和议事制度等有关制度，加强班子的组织和作风建设，处理好民主与集中的关系，班子成员之间做到分工不分家，班子成员互相尊重相互理解支持，做到多通气、多商量，发挥好班子的整体效能，形成坚强的领导核心，切实增强班子的战斗力和凝聚力。

　　（五）加强监督管理，规范党员队伍行为。要依据党章和有关规定，结合实际，建立完善党员队伍教育、监督、奖惩管理制度，确保党员队伍沌洁稳定，切实发挥模范作用。一是建章立制。建立健全党员队伍各项教育管理制度，重点强化在党员队伍管理中存在的突出问题和薄弱环节，建章立制，认真整改。要坚持党委成员联系和包支部制度，及时发现和解决各种问题，对后进或工作薄弱的支部、党员，帮助整改，转化提高。二是目标管理。完善内外监督制约机制，严格全方位的目标管理制度，认真落实岗位责任制，积极推行激励机制，营造比、学、赶、帮、超良性循环的竞争氛围。三是严格考评。认真执行各项责任追究制度，严格考评考核，严格兑现奖惩，充分发挥广大干部的聪明才智和工作积极性。要细化量化党员考评绩效标准，把党员干部作用发挥的好坏由群众说了算，由“数字”说了算。

　　充分发挥其战斗堡垒作用

　　随着油田发展形势的需要，基层党支部的基本职责和功能也在不断发生新变化，赋予新内涵。我们采油**队党支部在工作中结合实际加强自身建设，切实履行“八抓”职责，不断强化功能建设，注重发挥党支部的宣传教育、融合协调、人才激励、正确导向、团结凝聚和服务保障六种功能，较好的发挥了党支部的战斗堡垒作用。

　　1、充分发挥党支部的宣传教育功能。我们把宣传群众、教育群众作为党支部的首要任务，及时把上级党组织的决议、指示和企业的经营决策及有关精神传达到每名员工，以达到统一思想，统一行动，振奋精神的目的。近年来，我队党支部突出大庆精神、铁人精神的传统教育，用大庆精神、铁人精神激励着采油**队人，为企奉献，为油拼搏，成为我们建队育人的思想根基。队党支部坚持把功夫用在增强传统教育的灵活性和生动性上，建立了队史室，作为对员工进行传统教育的课堂，收集整理了“铁汉李堂福”、“寒夜测流压”等队史故事50多个、队史文献资料30余万字，教育员工不忘队史，奋勇前行；开展了多种形式的主题实践活动，先后请老队长、老书记忆队史、召开故事会讲诉老照片背后的故事以及通过组织参观“铁人”纪念馆、油田历史陈列馆等教育基地，开展“追忆辉煌历程，弘扬优良传统”大讨论等主

　　题活动，激励员工继承传统，续写辉煌；全队员工对照历史荣誉添动力，对照先进单位找差距，开展了“三比三看”活动，即“比思想，看责任意识树立得牢不牢；比形象，看优良作风传承得好不好；比贡献，看岗位业绩创造得大不大”。使新老员工在“三老四严”、“四个一样”等会战传统的背景讲述中，在队史故事的聆听启发中，对大庆精神、铁人精神的认识理解从感性到具体，由肤浅到深刻。在潜移默化的教育中使员工的精神受到不断洗礼，理想得到不断升华，进一步增强了队伍的凝聚力和战斗力，形成了奋发向上的团队精神。

　　2、充分发挥党支部的融合协调功能。在基层工作中，党支部应充分发挥好融合协调作用，加强与行政组织的相互融合，做到发展共谋、责任共担、遇事共商、和谐共进。我队党支部不但在生产经营中当参谋，还注重发挥思想政治工作的优势，保证各项生产任务的完成。积极参与生产经营管理，党政干部一起制定单位工作思路，确定重大事项的安排如奖金考评、生产难点、人员调整等，与行政工作目标保持协调一致，协助队里坚持以每年至少完成一项创新成果为目标，推进管理工作上水平。近两年，由于兄弟单位产能建设、青年员工迅速成长等原因，在生产管理规模不变的情况下，我队由原来的75人减少为60人，为了提高管理水平，队党支部对全队的13个工种54名员工进行了访谈，在充分调查研究、做好思想动员的基础上，在组织模式上实施了“专业化班组”管理法，按照所管井别不同，分别设立采油井班组、水井班组、电泵螺杆泵井班组、计量班组、资料班组、维修班组、输油班组7个不同种类的班组，进行专业化管理，有效解决了人员不足的矛盾。几年来，队党支部先后协助队里探索实施了“一井一法”管理法，安全“可视化”管理法、“高产井动态管理法”等管理方法，做到生产管理因井而异，挖潜措施因井而别，各项生产管理指标均好于规划要求，年年超额完成生产任务。

　　3、充分发挥党支部的人才激励功能。队党支部充分发挥人才激励功能，坚持不忽视每一个岗位，不放弃每一名员工，对员工进行个性化设计、个性化培养和个性化服务，激励员工向生产管理、工人技师、革新能手和一专多能方向发展。

　　一是对员工进行个性化设计。我们针对每名员工年龄状况、知识结构、技能水平和兴趣爱好等不同，合理设计他们的发展目标，制作成员工个性化成长设计展板，放在队部会议室，激励员工对照发展目标寻找差距，自觉加压，使员工的自身优势和潜能得到充分发挥。副队长宋柏原来是一名输油工，队党支部根据他头脑活、肯实干的特点，帮他确定了“生产管理”的发展方向，通过多个岗位的实践，使他走上了副队长岗位。维修班长张宁在个性化成长实践中，综合素质和管理能力得到明显提高，通过竞聘也走上了管理岗位。二是对员工进行个性化培养。我们建立了员工个性化培养档案，根据员工的个性化特点制定提升计划，帮助其实现自身发展目标。对于新上岗员工，重点帮助他们提高规避安全风

　　险能力和实际操作能力；对于操作熟练、技术全面的员工，重点帮助他们提高创新创效的能力；对于参加技能鉴定的员工，利用技能练兵场等培训资源，重点帮助他们进行强化训练；对于技术骨干，积极为他们创造各种条件，进行全方位培训，使他们成为全能型人才，以实现技术力量的合理储备。三是对员工进行能力拓展。我队党支部积极发挥组织的推动作用，充分利用技能练兵场、油田开发基础知识培训室和刘广军工作室，有针对性地开展理论“小课堂”、研讨“小专题”、现场“小演练”、革新“小比拼”等活动，对员工进行定向跟踪培养，使员工的岗位技能得到不断拓展。维修班长刘广军善于钻研，勇于攻关，每年都完成3项以上革新成果，应用于生产实践，大大地减轻了员工的劳动强度，他研发的“泵轴套及叶轮拆卸工具”，填补了以往泵轴套无法拆卸的技术空白，获得油田公司技术革新一等奖，他本人被评为黑龙江省技术革新能手和油田公司采油技能专家。

　　在党支部的帮助下，近年来，我队先后有15名员工走上管理岗位，涌现出作业区级以上技术能手26人，完成革新成果55项，其中39项获得厂级以上奖励，5项成果获国家专利。

　　4、充分发挥党支部的正确导向功能。在基层工作中，党支部坚持什么，倡导什么，反对什么，制止哪种行为，抵制哪些风气，纠正哪些倾向，会在员工中起到重要导向作用。近年来，由于思想多元、观念多样、生活方式多变给员工队伍的价值取向带来一定冲击，员工的主人翁意识淡化。为此，我队党支部充分发挥正确导向功能，通过开设员工职业道德规范学习课堂，请作业区主管领导授课，培养员工高尚的职业道德操守；开展社会公德、职业道德、家庭美德教育活动，引导员工树立社会主义荣辱观；选树了工人堆里的小教员何显斌、队宝赵瑞义、勇挑重担的维修班等先进典型12个，教育员工发扬集体主义精神，树立忠诚、敬业、奉献的价值观；不断强化“精、细、责”的传统教育，总结提炼了“精从细中来，细在尽责处”的管理理念，要求员工始终把“精”作为不懈追求的目标，把“细”作为最基本的工作态度，把“责”作为促进发展的内在动力；制定下发员工行为规范、文明礼仪指导细则，努力提高员工的思想道德水平和行为规范，先后涌现出油田公司十大“杰出青年”2人，厂“十佳”基层干部2人，厂“十佳”操作员工1人。

　　5、充分发挥党支部的团结凝聚功能。党支部是基层工作中的战斗堡垒，需要从政治上、思想上、组织上把群众紧紧地团结在基层党组织周围。为此，我们把团结群众、凝聚队伍，作为党支部的基本任务，通过思想引导、组织开展活动、发挥党员的桥梁纽带作用，帮助群众解决困难、化解各种矛盾，发挥团结凝聚功能。去年冬季，我队南2-6-123井被盗油分子多次放油，造成老汉泡冰面环境污染，3月份天刚刚开化，队党支部组织开展了捞油会战。当时天气很冷，天空阴云密布，下着小雨。污油混杂着冰凌滞留在泡子深处，参加会战的9名党员和干部带头走进冰冷的深水中大干起来，令在场的员工深受感动，纷纷加入会战的队伍。虽然冰

　　水把大家的脚都冻麻木了，但却没有任何一个人找理由退下来，吃完午饭就都匆匆回到现场。仅用一天时间，就使老汉泡的环境污染问题得到彻底解决。在困难面前，队党支部通过成立由队干部和生产骨干组成的党员先锋行动小组，深入现场分析解决生产难题，鼓舞了员工的干劲，凝聚了队伍的士气。目前，全队13名党员中有9名被评为厂级以上先进，队党支部先后被评为集团公司、黑龙江省先进基层党组织。

　　6、充分发挥党支部的服务保障功能。围绕中心工作发挥服务保障作用是基层党支部的重要任务和基本职责。党支部既要履行领导职能，更要体现服务保障的职责，围绕中心当好“后勤”，服务好员工，服务好生产。去年春检期间，很多员工家里都出现了特殊情况，有老人突发急病住院抢救的，有家人患病癌症晚期的……队党支部了解到情况后第一时间前去看望，把组织的温暖送到病床前，并对员工进行心理疏导减轻压力。队党支部用缕缕关怀的真情建造了一个容情铸爱的大家庭，这些员工也积极为队里着想，主动要求坚守岗位，晚上住医院，白天坚持上班。这期间，一名女工在家不小心被开水大面积烫伤，第二天仍然来到队里上班，党支部书记知道后，安排司机把她送回家治疗休养。同时队党支部还创建了小伙房、小书架、小浴室、小药箱等温馨的服务环境，树立了“健康温馨的生活从这里开始”的配餐服务理念，开设了员工生日餐、营养粥、发送节日贺卡、温馨短信??用这些有情服务换来了员工的满意。服务保障功能的发挥催生了无限的动力，激发了员工的积极性和创造性，为完成各项生产任务创造了有利条件。
